  • Lowell Housing Authority, Lowell MA

    Judy Cohn Housing and Relocation Consultants implemented residential relocation services at Father Norton Housing for the Elderly, North Common Village, and Bishop Markham Village in Lowell MA.

    On another project, we performed a leadership and board training alongside the Lowell Housing Authority’s public housing resident associations

  • Somerville Housing Authority, Somerville MA

    Judy Cohn Housing and Relocation Consultants was approved by the Massachusetts Department of Housing and Community Development as a Relocation Advisory Agent for the permanent relocation for 38 units of State Elder Public Housing during a period of disposition and demolition at Capen Court.

  • EPP Associates / The Seattle Housing Authority, WA

    In coordination with EPP Associates, Judy Cohn Housing and Relocation Consultants assisted in the preparation of the Summary Report on Relocation Procedures for the Holly Park HOPE VI Revitalization Effort for the demolition and disposition of public housing in Seattle, Washington.

  • Boston Housing Authority

    In a three-phase rehabilitation project with the Boston Housing Authority, Judy Cohn Housing and Relocation Consultants directed the relocation and re-housing of 220 families in Mission Hill Extension Public Housing, and 75 households in a multi-phased redevelopment of West Broadway Public Housing.

    In coordination with Commonwealth Public Housing Development, we directed a relocation program for the redevelopment of the Fidelis Way Project under Mass. Chapter 884. This project included a needs assessment of the tenants, planning, and facilitation involving 210 public housing tenants.

  • The Housing Authority of the City of New Haven CT

    In collaboration with The Housing Authority of the City of New Haven Connecticut, Judy Cohn Housing and Relocation Consultants designed and directed the relocation and rent-up of a five-phased public housing project rehabilitation program. This program consisted of 203 households and 296 units at the Brookside Housing Development.

  • Lynn Housing Authority, Lynn MA

    In coordination with the Lynn Housing Authority in Lynn, Massachusetts, Judy Cohn Housing and Relocation Consultants worked on the conversion from public housing to private development in Green Street and Chestnut Memorial Park. This project required the designing of relocation activities, social service programs, and technical assistance for the resident association for 104 resident households.

  • Urban Edge Development Corporation

    For the Washington Park Apartments in Roxbury, Massachusetts, Judy Cohn Housing and Relocation Consultants executed the temporary relocation and permanent Uniform Relocation Assistance displacement for an 89-unit development with both the market and mixed subsidies.

    For Westminster Court Apartments in Jamaica Plain, Massachusetts, we relocated 70+ residents in the redevelopment of former HUD housing. This housing was formerly known as Washington Walnut Apartments, Jamaica Plain Apartments, UEP Apartments in Roxbury, and Jamaica Plain.

  • Codman Square Neighborhood Development Corporation

    Judy Cohn Housing and Relocation Consultants designed and implemented relocation plans in Dorchester, Massachusetts for Codman Square Apartments and Washington II Apartments for a mixed subsidy program consisting of 100 units and 160 units. The plans required temporary and permanent relocation under URA and M.G.L. Chapter 79A, Housing and Urban Development property disposition, and creating informational brochures.

  • Madison Park Community Development Corporation, Roxbury MA

    Judy Cohn Housing and Relocation Consultants worked with Madison Park Village III in Roxbury, Massachusetts as a liaison between owners, residents, and construction for 120 unoccupied apartments. By implementing an onsite relocation plan, Judy Cohn Housing and Relocation Consultants were able to monitor construction activities and temporarily relocate the residents of Smith House Senior Residences, a 132-unit occupied rehab project.

    On a separate project, we collaborated with MPCDC on the relocation of 70 former Boston Housing Authority households in the South End of Boston, Massachusetts. These units are now known as The Interfaith Apartments and Ruggles Shawmut Housing.

  • Mobility Counseling Program, Lowell MA

    Judy Cohn Housing and Relocation Consultants was selected by a panel of representatives to design and implement the Housing Mobility Counselor Program for approximately 180 former Lowell, Massachusetts Public Housing residents of the demolished Julian Steele Public Housing Development. This panel consisted of the City of Lowell, the Dept. Housing and Community Development, The Lowell Housing Authority, and Massachusetts Law Reform.

  • Dorchester Bay Economic Development Corporation, Dorchester MA

    In coordination with the City of Boston along with Boston Public Schools, social service providers, Housing and Urban Development, and two Community Development Corporations, Judy Cohn Housing and Relocation Consultants facilitated the relocation planning, and implementation for a 130-unit Section 8 development under Housing and Urban Development’s CHOICE Neighborhoods Program and the offsite relocation and return of 130 families.

    On another project, we collaborated with the City of Boston under the Uniform Relocation Act to design and implement a relocation plan for 125 households in Dudley Terrace Apartments, Columbia Wood, Brunswick Holborn Apartments, and 134 unoccupied units. We designed and directed a multiphased formal relocation plan and rehousing agreement approved by Housing and Urban Development. This plan included locating and securing housing for both temporary and permanent offsite relocation families using Section 8 Vouchers and the Massachusetts Rental Voucher Program and monitoring said household’s tenancies while offsite and overseeing their return.

  • Nuestra Communidad Development Corp., Roxbury MA

    In coordination with the Massachusetts Department of Mental Health, Judy Cohn Housing and Relocation Consultants temporarily and permanently relocated 26 single-room-occupancy residents with mental health providers and caseworkers. During this relocation period, there was a coordinated mobilization of project-based Massachusetts Rental Voucher Program subsidies with the Massachusetts Department of Housing and Community Development and the Boston Housing Authority.

    On another project, we performed a relocation consultation and executed an individualized relocation plan for 35 occupied units of Adams Court Mattapan. 

  • Fenway Community Development Corp., Boston MA

    In coordination with Boston’s Department of Neighborhood Development, Judy Cohn Housing and Relocation Consultants designed and facilitated a relocation plan for Westland Ave Apartments, Hemenway Street, and West Fenway Elderly Housing under the Uniform Relocation Act and M.G.L. Chapter 79A. This project allowed for the rehabilitation of 145 units of affordable housing in Boston.

  • Department of Housing and Community Development, Commonwealth of MA

    Working alongside the Department of Housing and Community Development for the Commonwealth of Massachusetts, Judy Cohn and Madge DiNitto Associates provided technical assistance to public agencies, a private developer, and the resident organization in order to convert public housing to private development under Massachusetts Chapter 884. This project involved the planning and relocation of 269 residential tenants.

  • Boston Housing Partnership

    Judy Cohn Housing and Relocation Consultants developed a relocation program questionnaire for seven Community Development Corporations, as well as master re-housing and relocation policy agreements. In order to establish this effective relocation program, we generated documentation of requisite procedures and systems for the BHPII Granite properties.

  • Piano Craft Guild, Boston MA

    Acting as a liaison between developers, tenants, and the Boston Redevelopment Authority, Judy Cohn Housing and Relocation Consultants was able to coordinate a commercial redevelopment for the live-in artists’ community Piano Craft Guild in Boston Massachusetts. This project involved 54 residential and artists and 23 commercial tenants.

  • University of Massachusetts Lowell


    Judy Cohn Housing and Relocation Consultants were approved as a Relocation Advisory Agent by the state of Massachusetts for a residential acquisition project at the University of Massachusetts Lowell, consisting of over 200 tenants in Perkins Park.

  • Wingate Companies

    In collaboration with Wingate Companies, Judy Cohn Housing and Relocation Consultants advised a property developer on the requirements and procedures under the Uniform Relocation Act during the redevelopment of a multi-phased Housing and Urban Development Section 8 project in Atlanta, Georgia. This project consisted of 733 unoccupied units undergoing demolition, rehabilitation, and new construction.

  • Preservation of Affordable Housing, Inc.

    Judy Cohn Housing and Relocation Consultants were approved as Relocation Advisory Agent for the relocation of three elderly housing developments during construction and renovation in Boston, Massachusetts. We worked directly with the diverse and multilingual resident population in The Franklin, Kenmore Abbey, and The Blackstone during this process.

    On another Preservation of Affordable Housing Inc. project, we acted as a Relocation Advisory Agent for a relocation of 140 families in the historic United Front Homes in New Bedford, Massachusetts under Section 236 which consists of rent supplement and enhanced vouchers.

    In Narragansett, RI, we facilitated the temporary and permanent relocation of 50 households in two Section 8 developments in collaboration with Preservation of Affordable Housing, Inc. The temporary homes in the Narragansett community were located and secured by JCHRC.

  • Lynn Home for Young Women, Inc., Lynn MA

    Judy Cohn Housing and Relocation Consultants were the approved Relocation Advisory Agent for the planning and facilitation of 15 single room occupants in the Lynn Home for Young Women in Lynn, Massachusetts.

  • Partners Healthcare Real Estate / Massachusetts General Hospital

    In collaboration with Massachusetts General Hospital, Judy Cohn Housing and Relocation Consultants designed and implemented a public relations and relocation program to remedy the displacement of households as a result of hospital expansion on Beacon Hill in Boston.

  • Tenant Development Corporation I and II, Boston MA

    Under The Low-Income Housing Tax Credit and Section 8 Project-Based units, Judy Cohn Housing and Relocation Consultants both temporarily and permanently relocated 285 households living in 36 buildings in the South End of Boston.

  • Maverick Gardens Hope IV Relocation Plan, East Boston MA

    Judy Cohn Housing and Relocation Consultants wrote for the Boston Housing Authority’s submission to Housing and Urban Development for HOPE VI redevelopment in East Boston, Massachusetts.

    By representing the Boston Redevelopment Authority (BRA), we were able to negotiate the initial price of condo units with artist owners at Laconia Lofts.

  • The YWCA Boston

    Judy Cohn Housing and Relocation Consultants advised real estate staff on business and residential relocation requirements for the conversion of YWCA to single-room occupancy housing.

  • The Winn Companies

    Judy Cohn Housing and Relocation Consultants performed relocation consultation for Uniform Relocation Act compliance at Nazing Court, Boston, Massachusetts, and Washington Park Apartments, Roxbury, Massachusetts.

  • Auxilium, Inc.

    Judy Cohn Housing and Relocation Consultants consulted with owners of several businesses being displaced by the Boston Redevelopment Authority in preparation for relocation inventories at the Convention Center in Boston, Massachusetts.

    In a separate project, we collaborated with Auxilium, Inc. for the Town of Shrewsbury Massachusetts on the relocation of homeowners who resided on the site of a new public high school building project under Massachusetts General Legislature section 79A.

    On another project, we assisted Auxilium, Inc. in their contract with the Massachusetts Turnpike Authority in Millbury, Massachusetts with Uniform Relocation Assistance of a homeowner as a result of turnpike expansion. In this effort, we provided comparable replacement housing identification and moving services.

  • Boston Center for the Arts / The Druker Company, LTD

    In collaboration with the Boston Center for the Arts and the Druker Company LTD, Judy Cohn Housing and Relocation Consultants negotiated a relocation package for tenant artists being displaced as a result of Center expansion in the South End of Boston.

  • Department of Planning, Brookline MA

    In collaboration with the Town of Brookline, Massachusetts, Judy Cohn Housing and Relocation Consultants provided housing referral services for Brookline tenants losing rent control protected status. We designed a program that assesses the needs of individual households and collected, organized, and disseminated information related to housing options. By working with the Brookline Rent Control Board, the Housing Authority, Town Selectmen, and a committee of town professionals, we were able to design a program and present workshops that covered topics like housing search, shared living, and alternative housing resources.

  • Boston Citywide Land Trust

    Under the Uniform Relocation Act and in collaboration with the Chelsea Commission on Hispanic Affairs, Judy Cohn Housing and Relocation Consultants was able to implement a relocation of tenants financed by the Low Income Housing Tax Credit, HOME Investment Partnerships, and MSCD.

    In a separate project with the Lower Roxbury Cooperative Project, in Roxbury Massachusetts, we facilitated a cooperative housing conversion and rehabilitation involving the relocation of 65 resident households in a six-phased construction schedule.

  • The Peabody Real Estate Trust, Dorchester MA

    Judy Cohn Housing and Relocation Consultants advised the owner of The Peabody Real Estate Trust in Dorchester, Massachusetts on the procedures of the Uniform Relocation Act when using HOME Investment Partnership funds.

  • Dime Savings Bank of New York / Real Estate Owned Department, Boston MA

    As required of Dime by Massachusetts Attorney General, Judy Cohn Housing and Relocation Consultants advised the Bank Special Projects Unit. In this effort, we counseled tenants of former mortgagors in bank foreclosed properties, assisted tenants in making decisions to purchase the property, vacate and relocate, or execute a lease to remain in the property. This project consisted of 160 units.

  • The Vernon Court Company Hotel, Newton MA

    Judy Cohn Housing and Relocation Consultants developed information materials and facilitated a relocation plan for 22 tenant households including elderly, disabled individuals at the Vernon Court Company Hotel in Newton Massachusetts. This facility was converted to an Assisted Living Development.

  • Archdiocese Plain Office for Urban Affairs, South Boston MA

    In collaboration with the Archdiocese Plain Office for Urban Affairs in South Boston, Massachusetts, Judy Cohn Housing and Relocation Consultants conducted a tenant needs assessment and designed and implemented a relocation plan with social services. This plan was for three apartment developments totaling 165 resident households.

  • The Druker Company, Boston MA

    In the redevelopment of Newton Place at Newton Corner, Judy Cohn Housing and Relocation Consultants conducted a relocation needs assessment, planning, and implementation for 41 residential households for The Druker Company in Boston, Massachusetts.

  • Harvard University Real Estate, Inc., Cambridge MA

    As a liaison for the city of Cambridge, Massachusetts, Harvard University, Roxbury Tenants of Harvard, and the Massachusetts Housing Finance Authority, Judy Cohn Housing and Relocation Consultants facilitated the relocation of 174 residential tenants in the development of Mission Park and the Roxbury Tenants of Harvard Neighborhood.

    On another project with Harvard Real Estate Inc., we directed the relocation of 40 residential tenants of Craigie Arms apartments.

  • Massachusetts Bay Transportation Authority

    Working with the Massachusetts Bay Transportation Authority on the Southwest Corridor Project in Boston, Massachusetts, Judy Cohn Housing and Relocation Consultants relocated 65 residential and 35 commercial tenants in conformance with the Uniform Relocation Assistance Act.

  • Massport, Boston MA

    Judy Cohn Housing and Relocation Consultants conducted a needs assessment survey for the potential relocation of 27 commercial tenants at the Boston Fish Pier in Massport, Boston, Massachusetts.

  • CBI Fairmac Corporation, Washington DC

    In a conventionally financed condominium conversion, Judy Cohn Housing and Relocation Consultants designed and facilitated a relocation program for 500 units in McClean Gardens for the CBI Fairmac Corporation in Washington D.C.

  • Jewish Federation of the North Shore, Lynn MA

    Working alongside the Jewish Federation of the North Shore, Judy Cohn Housing and Relocation Consultants coordinated site clearance involving the relocation of eight households in Lynn, Massachusetts.

  • St. Botolph Street Trust, Boston MA

    Collaborating with St. Botolph Street Trust in Boston, Massachusetts, Judy Cohn conducted the relocation and rent-up of 133 rehabilitated units of Massachusetts Housing Finance Authority financed housing. This project involved 50 families.

  • Cambridge Alliance of Spanish Tenants (CAST) I and II, Cambridge MA

    In coordination with Cambridge Alliance of Spanish Tenants (CAST) I and II in Cambridge, Massachusetts, Judy Cohn performed a relocation and rent-up of two-phased rehabilitation programs involving 49 families.

  • Columbus Avenue Tenants Association, South End Boston MA

    In coordination with Columbus Avenue Tenants Association in the South End of Boston, Massachusetts, Judy Cohn Housing and Relocation Consultants implemented a relocation and rent-up for a 97 unit rehabilitation project involving 47 families.

  • Florida Street Development Trust, Dorchester, MA

    Judy Cohn consulted with Florida Street Development Trust in Dorchester, Massachusetts, on an affordable homeownership project sponsored by the City of Boston. Judy Cohn prepared a marketing brochure and flier, contacted local community organizations for affirmative marketing, and facilitated advertising in the local and non-English press.

  • Boston Citywide Land Trust, The Bobbie White House, Boston, MA

    Judy Cohn performed a consultation for the Boston Citywide Land Trust and The Bobbie White House for single-room occupancy apartments offering services to recovering addicts who are also HIV positive.

  • The Housing Authority of the City of New Haven CT

    In consultation with The Housing Authority of the City of New Haven, Connecticut, Judy Cohn designed a resident orientation program for 151 units of new construction public housing.

  • Vidalia Apartments, Falmouth, MA

    In consultation with Vidalia Apartments in Falmouth, Massachusetts, Judy Cohn facilitated a rent-up for a 33 unit Massachusetts Housing Finance Authority development.

  • Mosshasuck Square, Providence RI

    Judy Cohn performed a consultation on a 150 unit conventional new construction project for Mosshasuck Square in Providence, Rhode Island.

  • As the Project Manager for an $18MM occupied rehab in Lower Roxbury, Harry and Judy established a strong team and logistics that aided in the relocation of 120 households across 19 scattered buildings. The staff at Judy Cohn Housing and Relocation Consultants went above and beyond the task necessary to manage and complete the relocation component of the rehab.
